Partners Sign Groundbreaking Anti-Counterfeiting Trade Agreement
October 1, 2011 - The United States and seven other countries signed the Anti-Counterfeiting Trade Agreement (ACTA) at a ceremony today in Tokyo, marking an important step forward in the international fight against trademark counterfeiting and copyright piracy.
Between 10 and 20 million American jobs depend on intellectual property rights, according to studies and industry estimates. The ACTA aims to strengthen enforcement of those rights around the world, providing greater protection for U.S. exporters in innovative and creative industries.

United States Details China and India Subsidy Programs in Submission to WTO
October 6, 2011 - U.S. Trade Representative Ron Kirk announced today that the United States has submitted information to the World Trade Organization (WTO) identifying nearly 200 subsidy programs that China has failed to notify as required under WTO rules. Information was also submitted on 50 subsidy programs in India not previously notified. Through these actions at the WTO, the United States is seeking the prompt provision of detailed information and data from China and India regarding the operation of these subsidy programs.
"The situation was simply intolerable," said Ambassador Kirk. "Every member of the WTO is required to come clean on its subsidy programs on a regular basis. China has not notified its subsidy programs in over five years. India only recently filed its first notification in almost ten years, and even then notified only three of the many subsidy programs we know to exist. Because China and India have failed to meet their respective obligations, we had to act - as we are entitled to under the WTO rules - and provide the voluminous information we have developed regarding subsidy programs in these two countries."

United States and Tunisia Re-Launch Bilateral Trade and Investment Talks in Support of Tunisia's Democratic Transition
October 5, 2011 - Last week, Assistant United States Trade Representative for Europe and the Middle East L. Daniel Mullaney and Assistant United States Trade Representative for Services and Investment Christine Bliss led a U.S. delegation in talks with the Government of Tunisia. The talks were focused on re-launching discussions under the 2002 bilateral Trade and Investment Framework Agreement (TIFA). The U.S. delegation, which included officials from USTR and the U.S. Embassy in Tunis, also held several meetings with representatives of the Tunisian business community and private sector.
"The United States strongly supports Tunisia's transition to democracy and to an open economic system governed by the rule of law," said Mullaney. "We believe that enhancing U.S. trade and investment integration with Tunisia to increase economic growth and jobs is an important part of the support we can give to this process. We are pleased to be re-launching the TIFA and will propose holding a full bilateral TIFA Council meeting in the coming months."

October 3, 2011 - Today, Ambassador Kirk met with First Deputy Prime Minister of Russia Igor Shuvalov at the Office of the United States Trade Representative in Washington, D.C. They discussed a range of issues, with a focus on Russia's World Trade Organization (WTO) accession negotiations, which have entered a final phase. Ambassador Kirk expressed confidence that remaining issues, including satisfactory resolution of bilateral discussions between Russia and Georgia, would be addressed constructively and in a manner enabling Russia to meet its objective of concluding the WTO negotiations by the end of the year.
"I was pleased to welcome Minister Shuvalov to Washington today," said Ambassador Kirk. "We had a very productive conversation about Russia's bid to join the World Trade Organization. October 1, 2011 - Today representatives from Australia, Canada, the European Union, Japan, Republic of Korea, Mexico, Morocco, New Zealand, Singapore, Switzerland, and the United States reaffirmed their commitment to the Anti-Counterfeiting Trade Agreement at a Tokyo signing ceremony hosted by the Government of Japan.
Representatives of eight governments - Australia, Canada, Japan, Republic of Korea, Morocco, New Zealand, Singapore, and the United States - signed the Agreement, and took a major step toward its entry into force. Representatives of the European Union, Mexico, and Switzerland attended the ceremony and confirmed their continuing strong support for and preparations to sign the Agreement as soon as practicable. All participants expressed their firm resolve to work cooperatively to achieve the Agreement's prompt entry into force, and to support actively its goals.
